UX for dumps

Currently the Competition Dumps feature pops up this message when you start making them:

I think it'd be better behavior to do this:

1. show a toastr message instead of new modal
2. insert a table row colspanning the whole thing that says "generating dump, please refresh"
3. remove the temp column when refresh is clicked
