Fix adding queue and docker image

Placeholder Adrien Pavão requested to merge fix-editor into develop

The PR #912 broke the editor: setting a queue was reseting the docker image to codalab/codalab-legacy:py37.

This fixes the error. I'll make a detailed issue.
