NativeDataAccess: pre-allocate hash map for mirrors, do not allocate hash map for debugging if not necessary

The working directory of package installation is in /tmp and gets deleted right
after the installation finishes even if not successful. This deletes the error
log. We do heuristic check if package installation is in progress and in such
case we do not use the working directory as location for errors log.

The issue is that promises are executed in new CallTarget, which creates a new
frame that looks like frame number 1 (i.e. top most after Global), which stops
frames iteration.
